PRESIDENT, FOUNDER AND CHIEF VISONARY OFFICER
Caryl Serbin, RN, BSN, LHRM, is President, Founder and CVO of Serbin Surgery Center Billing, an ASC billing and coding company, Serbin Medical Billing, a medical practice billing company and Surgery Consultants of America, an evaluation and consulting company for ambulatory surgery centers. Her companies focus on obtaining optimum reimbursement for their clients. Ms. Serbin has more than 25 years of experience in healthcare, with the last 18 years focused on the ASC industry. Her companies provide billing and consulting services for hospital joint-ventured and physician-owned ambulatory surgery centers nationwide.
As a recognized leader in the industry, Ms. Serbin presents extensively at ASC national seminars and association meetings, authors articles on reimbursement and related topics and contributes regularly to industry publications. She was recognized in Who’s Who in the Ambulatory Surgery Center Industry and chosen as the spokesperson for AAASC to present a series of educational seminars on the changing CMS payment system and its impact on ASCs.
ALENE GARLICK – CHIEF ANALYTICS OFFICER AND CHIEF OPERATIONS OFFICER
Alene Garlick, CPA is CAO and COO of Serbin Surgery Center Billing. She has a diverse background in healthcare provider, insurance and consumer businesses. With over 25 years of healthcare management and financial experience, she is able to coordinate her training as a Certified Public Accountant with her expertise in strategic planning, process improvement and financial reporting to bring the best possible reimbursement outcomes to SCB’s clients.
Ms. Garlick is a graduate of the University of Michigan School of Business and a Certified Public Accountant licensed in the State of Florida
GEORGE KAPLINSKI – SENIOR VICE-PRESIDENT OF FINANCE
George Kaplinski, MBA, is the Senior VP of Finance for Serbin Surgery Center Billing. Prior to joining the SCB team, Mr. Kaplinski worked with a national ASC management company serving as Regional Vice-President of ASC Business Office and Financial Operations. He has been in the healthcare business since 1984. As a member of the SCB team, Mr. Kaplinski brings invaluable knowledge of the financial and overall business operations of physician-owned and joint venture facilities. His thorough understanding of accounts receivable has resulted in SCB’s comprehensive client end-of-month report package.
Mr. Kaplinski is a graduate of Western Michigan University and obtained his Masters of Business Administration from University of South Florida.
J. WILL SMITH – CHIEF INFORMATION OFFICER
Will Smith is CIO for Serbin Surgery Center Billing. Mr. Smith has been specializing in Healthcare information systems since 2003. Prior to joining SCB, he served as Vice President of Information Technology for an engineering firm handling the design and maintenance of State and Local Municipalities equipment and control systems. With Mr. Smith’s extensive knowledge in internet connectivity, SCB became the first ASC billing company to provide real-time coding and billing services utilizing their client’s database and software programs. Besides wireless implementation, his knowledge base also includes Microsoft server environments and Cisco routers.
Mr. Smith attended the University of Montevallo in Alabama.
LAURIE SPINNER – DIRECTOR OF COMPLIANCE AND QUALITY MANAGEMENT
Laurie Spinner, RHIT, is the Director of Compliance and Quality Management for Serbin Surgery Center Billing. Ms. Spinner has eleven years of experience in several healthcare areas, including, coding, billing and compliance. Before coming to SCB, she served as the Director of Coding and Quality Assurance for a national healthcare coding and billing company. As a member of SCB’s team, Ms. Spinner audits our team of certified coders to ensure compliance with OIG rules and regulations. She is also instrumental in providing HIPAA and compliance inservices and continuing education to SCB’s entire staff.
Ms. Spinner has two A.S. degrees from International College, one in Health Information Technology and one in Medical Assisting. She is a Certified Coder and a Registered Health Information Technician.

CHRISTINE BOUDREAU – MANAGER OF INFORMATION TECHNOLOGY
Ms. Boudreau has been SCB’s Manager of Information Technology since 2006. She is responsible for the day-to-day performance of diverse software programs, two clearinghouses and unfailing connectivity for all of SCB’s client base. Prior to coming to SCB, Ms. Boudreau worked in healthcare management for sixteen years.
THERESA CANFIELD – DIRECTOR OF PERSONNEL ORIENTATION AND EDUCATION
Ms. Canfield has been with SCB for seven years. During that period, she has held many positions as she is multi-talented and knowledgeable in all areas of ASC billing and collections. Ms. Canfield is the acting Director of Personnel Orientation and Education and manages the other education team members in providing applicable and thorough introductory and maintenance instruction. She also acts as our Manager of Special Projects and is a contributing writer to SCB’s Policy Manuals.
IVELISSE CRUZ – SENIOR EXECUTIVE ASSISTANT
Ms. Cruz is Senior Executive Assistant to the President of SCB. Her position includes coordinating all of Ms. Serbin’s speaking engagements and tradeshow appearances. Prior to joining SCB, Ms. Cruz had extensive executive assistant experience both in banking and in the healthcare field, including having been the Administrative Assistant in the cardiology department at the University Hospital of Columbia and Cornell in New York.
TARA GILLON – CLIENT SERVICES DIRECTOR
Before moving to Florida and joining SCB’s senior staff in 2008, Ms. Gillon had over ten years’ experience in healthcare billing and claims resolution in Georgia. Having worked in both medical practices and the hospital arena, she brings a diverse knowledge base to SCB. Ms. Gillon serves as Client Services Director.
BARBARA LAING – MANAGER PATIENT INSURANCE AUTHORIZATION / FINANCIAL COUNSELING
Ms. Laing has worked in the healthcare field for over twenty years and is a certified Medicare biller. She joined She brings a wealth of experience in patient insurance verification and financial counseling to the position. Ms. Laing provides oversight of her team to ensure that all of our client’s patients requiring authorization, benefit verification and patient notification of their financial responsibility are accomplished prior to the date of surgery.
CHEE LO – IT SPECIALIST
As SCB continues to grow, so do our IT requirements. Mr. Lo joins SCB as an IT specialist with several years experience in the administrative, technical and networking phases of information technology. He has an AA degree in Computer Information Technology from International College in Fort Myers, Florida and is certified in Networking and Microsoft Excel.
ELLIE MARKEL – MANAGER OF SELF-PAY ACCOUNTS
Ms. Markel is SCB’s Manager of Self-Pay Accounts. She has worked in the healthcare field for over 10 years, with the last nine years in the Ambulatory Surgery Center area. Ms. Markel and her team are responsible for ensuring that all clients’ patient statements are delivered in a timely manner and all patient billing questions are answered satisfactorily.
NORMA PIERCE – CLIENT SERVICES DIRECTOR
Ms. Pierce has worked in the healthcare industry for more than 13 years. She is one of our Client Services Directors and is in charge of several client teams. Ms. Pierce is extremely well versed in collection policies and procedures and has assisted in the development of SCB’s policy manuals. Ms. Pierce graduated from Indiana University Northwest with a B.A. in Computer Information Systems.
BARBARA RASH – SENIOR FINANCIAL ANALYST
Ms. Rash joined SCB as a Senior Financial Analyst. She has over 30 years experience as a full charge bookkeeper and accounting manager. Ms. Rash provides our clients with financial reports and accounts payable services, as well as being instrumental in developing special end-of-month billing reports for SCB’s clients.
WILLIAM SERBIN – DATABASE MANAGER
Mr. Serbin joined SCB shortly after graduating from the University of Central Florida with a degree in Business Management. He is pursuing further education in Information Systems, including Data Base Management and Computer Programming. He is currently assisting the IT Manager in day-to-day operations, as well as maintaining SCB’s extensive database.
YADIRA A. TEDESCO – CLIENT SERVICES DIRECTOR
Ms. Tedesco has over ten years experience in the healthcare reimbursement field. She has an AA degree in Allied Health from Edison State College in Fort Myers. Ms. Tedesco has extensive practical and managerial experience in healthcare insurance billing. As a Client Services Director, Ms. Tedesco oversees several client teams
HEIDI VOSS – CLIENT SERVICES DIRECTOR
Ms. Voss joined SCB in 2002, bringing with her 16 years of experience in the healthcare billing area. She oversees numerous client teams and is a highly skilled customer service representative, both with clients and patients. Ms. Voss has been instrumental in developing “how-to” manuals used by SCB in employee education.
ROBIN WEAKLAND – CODING EDUCATION SPECIALIST
Ms. Weakland is Director is SCB’s Coding Education Specialist. She is certified in coding and billing by the American Academy of Professional Coders, as well as a graduate Medical Administrative Specialist. Ms. Weakland supervises the continuing education of SCB’s certified coders and also serves as the primary review for coding inquiries.
